Deklaratë për shtyp

Unioni Shqiptar i Arkitektëve, Urbanistëve dhe Planifikuesve Urban shpreh shqetësimin për iniciativën e fundit të BashkisëTiranë për zgjerimin e rrugës së Elbasanit. Duke mos paragjykuar arsyet e këtij zgjerimi, duhet të nënvizojmë se për momentin, projekti me impakt publik mbetet ende i paqartë për aq kohë sa nuk është bërë transparenca publike dhe zbardhja e projektit. Aq më tepër që këto nderhyrje kanë impakt mjedisor  në park, kulturor në trashëgimninë arkitektonike e pejzazhistike të Pallatit të Brigadave dhe sociale në komunitetet që banojnë në këtë zone. Unioni i bashkohet protestës së inciativave të shoqerisë civile, sidomos atyre mjedisore, në lidhje me këtë çështje.

Unioni shpreh shqetësim se këto ndërhyrje me rëndësi strategjike për qytetin do të marrin vlerë më të madhe në se bazohen në argumentet e parashikuara nga Plani i Përgjithshëm Rregullues i ri i Tiranës. Edhe këtu, Unioni shpreh shqetësimin se ende sot nuk ekziston transparenca e kopjes së plotë të planit rregullues (hartat tematike dhe raporti teknik) dhe të stafit teknik që ka hartuar këtë plan. Unioni inkurajon Bashkinë Tiranë të ekspozojë planin rregullues në njëmjedis publik të përshtatshëm në Tiranë dhe të vërë në dispozicion këtë plan online në internet per te inkurajuar një debat publik dhe komente kritike konstruktive para miratimit përfundimtar të planit.

Ju informojme qe diten e Enjte, dt.21 Qershor 2012, ora 17.00-18.00, t’i bashkohemi te gjithe ne listen e nismes se 15 studenteve dhe stafi te U-POLIS te cilet kane ndermarre inciativen e pavarur duke themeluar shoqaten alternative Unioni Shqiptar i Arkitekteve, Urbanisteve dhe Planifikuesve Urbane.

Ne se deshironi te integroheni ne pune dhe ne  treg, ky eshte nje hap me shume rendesi per te gjithe ne. Ne se duam te infomohemi rregullisht per ndryshimet ligjore, profesionale, dhe te mbrojme interesat e punes, tarifat, taksat e te tjere, te marrim pjese ne aktivitetet, Unioni merr shume rendesi.

Kjo leter vjen gjithashtu si shenje falenderimi per theksimin e vlerave dhe perkushtimit qe mbart Universiteti POLIS.

I nderuar Drejtor,

Jemi një grup Akademikësh Italianë, që prej disa vitesh  kanë një raport bashkëpunimi të zyrtarizuar me Universitetin POLIS në Tiranë, Shkolla Ndërkombëtare e Arkitekturës dhe e Politikave të Planifikimit Urban. POLIS është një Universitet Privat i liçensuar dhe akredituar .

Jemi shumë të kënaqur me artikullin e Luigi Irdi “Në Tiranë, një kampus që ka diplomuar….”, i publikuar me 25 Maj në gazetën “Repubblica” , ku më në fund, paraqitet një analizë e thelluar dhe korrekte, ku megjithë situatën aktuale, është evidentuar në detaj situata aktuale e sistemit të lartë arsimor në Shqipëri.

Në mbështetje të informacionit me Universitetin POLIS, dëshirojmë të konfirmojmë, nisur nga eksperienca direkte, që kemi gjetur në këtë institucion shumë kompetencë dhe seriozitet, një entuziazëm të nivelit të Universiteteve tona më të mira dhe një ndjenjë të theksuar përgjegjësie si tek personeli që kryen punët me modeste deri tek stafi akademik i cili është i përbërë nga persona me formim të shkëlqyer dhe gjithnjë me studime Master të përfunduara në Europë ose në SHBA.

Një vlerësim i jashtëzakonshëm shkon për stafin drejtues, shumë kompetentë dhe bashkëpunues, që në 15 vite kanë punuar sistematikisht me staf të kualifikuar ndërkombetar dhe ka dhënë prova të shkëlqyera si në zhvillimin e kërkimeve shkencore, në aftësi manaxheriale dhe në ushtrimin e njohurive profesionale.

Një falenderim për “Repubblica”, që duke ju shmangur tundimit të thjeshtësisë së trajtimit në mënyrë sipërfaqësore të kësaj çështje, njohu dhe dalloi vlerat e Universitetit POLIS, një institucion i respektuar, i projektuar duke u bazuar në një të ardhme të shëndetshme , të re dhe të bukur për një Shqipëri  që ka aftësinë për të rifituar kohën e humbur. Dear Director,

We are a group of Italian University Professors, that from several years have an official cooperation with the Polis University in Tirana, International School of Architecture &Urban Planning Policies. Polis is a private University, recognized from the Albanian government.

We are very satisfied with the article of Luigi Irdi “in Tirana, the campus that graduated…”, published on May 25^th at “Repubblica”, meanwhile, finally, a correct and deep analysis is introduced, which shows clearly all the details of the Albanian higher education system .

In support of the appreciation towards POLIS University, we would like to confirm relying on personal experiences, that we found competence and reliability in this institution, an enthusiasm in the level of our best Universities and a distinguished sense of duty  both in the staff carrying the most modest  responsibilities and also in the academic staff, compounded from capable professionals with great education experiences,  always completed with a Master`s in Europe or USA.

An appreciation goes to the directive staff,  really competent and cohesive, that during these 15 years has systematically cooperated with qualified international professionals and also proved its professionalism  in the scientific research and also in the managerial activities as well.

Siamo un gruppo di docenti universitari italiani che, da alcuni anni, hanno un rapporto di    collaborazione formalizzato con l’Università Polis di Tirana, International School of Architecture &Urban Planning Policies. L’Università Polis è una università privata riconosciuta dal Governo albanese.

Siamo molto soddisfatti per l’articolo di Luigi Irdi “A Tirana, nel campus che ha laureato …. “,  pubblicato il 25 maggio su Venerdì di Repubblica, in quanto, finalmente, si propone un’analisi approfondita e puntuale che, pur nella necessaria sintesi, ha evidenziato ombre e luci sull’attuale sistema universitario albanese.

A sostegno delle luci sulla Università Polis, vorremmo confermare, per esperienza diretta, di aver trovato in quella Istituzione molta competenza e serietà, un entusiasmo al livello delle nostre migliori università e un notevole senso del dovere sia nel personale che svolge le mansioni più modeste, che nel corpo docente composto da persone con ottimi percorsi di formazione completati sempre con un master in Europa o negli USA.

Un plauso va poi allo staff dirigenziale, veramente competente ed affiatato, che negli ultimi quindici anni ha collaborato sistematicamente con qualificati organismi internazionali e che ha dato ottima prova di sé, sia nello sviluppo della ricerca, che nelle capacità manageriali e di valido esercizio dell’attività professionale.

Un grazie a Repubblica, che rifuggendo dalla facile tentazione di fare di ogni erba un fascio, ha riconosciuto, in un lucido distinguo, le eccellenze di una Università Polis, di massimo rispetto, ammirevolmente proiettata nel futuro di una sana, giovane e bella Albania che ha la caparbia volontà di recuperare il tempo perduto. Giovanni SERGI, si è laureato in Architettura nell’Università di Firenze con il massimo dei voti e la lode. Oggi  è professore a contratto di Urbanistica nella Facoltà di Architettura di Genova e nella Facoltà di Ingegneria di Ancona ed invited professor di Regional Planning nella Universiteti Polis di Tirana. Collabora con il Laboratorio di ricerca sulle città dell’Istituto di Studi Superiori dell’Università di Bologna. Ha svolto lunghi periodi di ricerca negli USA e nei Balcani. Ha oltre cento pubblicazioni in materia di Urbanistica tra articoli e saggi. In particolare recentemente ha pubblicato Sergi G. (2010), Tirana. Una città emergente. Politiche urbane piani e progetti, L’Harmattan Italia, Torino.

Antonino SCARELLI, laureato in Matematica e PhD in Matematica applicata presso l’Un. La Sapienza di Roma, Diploma post-laurea di specialista in Ricerca Operativa. Professore associato Modelli matematici e statistici e gestione delle risorse nel Dipartimento di Scienze dell’Università della Tuscia in Viterbo. Invited professor di Statistica e gestione delle risorse nella Universiteti Polis di Tirana. Skills in Decision Making e Game theory. Coordinatore di vari progetti internazionali, quali Erasmus Mundus con i paesi caucasici e Cooperlink con l’Armenia. Autore di oltre 60 articoli su riviste internazionali, saggi, contributi a convegni e seminari, oltre a tre volumi nell’area della matematica applicata.

Rossana ATENA, laurea con lode, Università ‘La Sapienza', Roma (1999). Master of Excellence in Architecture, Berlage Institute, Postgraduate Laboratory of Architecture, Rotterdam (2003). Docente a contratto, Berlage Institute, Postgraduate Laboratory of Architecture, Rotterdam (2003/04). Docente a contratto presso il LUDI, Università 'La Sapienza', Roma (2003/2008). Paola ROSSI, nata Buenos Aires e laureata in architettura a Roma nel 1974. Ha svolto costantemente ricerca e attività didattica presso le cattedre di Geografia urbana e Analisi dei sistemi urbani della Facoltà di Architettura di Roma1. Consigliere dell’Ordine degli architetti di Roma, Direttore della rivista AR, Ideatrice e curatrice dell’Area Concorsi dell’OAR, ha coordinato numerosi concorsi e partecipato a giurie nazionali ed internazionali, tra i quali i concorsi “Scanderbeg Square Revitalization” e “Nene Terza Square” per il Ministero degli Esteri-Cooperazione Italiana in collaborazione con la Municipalità di Tirana. The launch of Tirana Architecture Week

THE LAUNCH OF THE ARCHITECTURE TRIENNIAL IN TIRANA:

TIRANA ARCHITECTURE WEEKS (TAW):

For the first time Tirana Municipality and POLIS University organize this joint event of international impact

The Mayor Basha and 5 EU Embassies confirm their support.

“Architecture Week” is a global phenomenon, and Albania is one of the few countries in Europe which are not as yet made part of this prestigious network of architecture and urban development. This initiative of POLIS University received full support of the Mayor, Mr. Lulzim Basha right from the start. The preparatory stage has already started in early January and since then a two - months - schedule of activities was set up comprised of a rich menu of public and professional events to be organized during September- October of this year.   

As the architect Besnik Aliaj, the Rector of POLIS University highlighted in the opening ceremony  :

‘Tirana Architecture Weeks will put Tirana in the European and global cultural map. There are foreseen 8-9 weeks of intensive international exchange of know-how in the disciplines of architecture and urban planning, with the broad participation of the citizens, communities and professionals.’   

The organizers are fully confident that the event will serve to enhance public  interest in architecture and in the city on one hand and enrich the cultural, artistic life of the city and the cultural tourism on the other.   

The Mayor Basha emphasized that ‘ This is event goes beyond national boundaries and puts Tirana in front of an international debate on the way a city should develop. This rich variety of reputable international architects and urban planners will be a contribution to the future development of Tirana. It reconfirms once again a development model, which different from the past starts with planning and proceeds with a well-structured implementation process, avoiding the chaos and abuse.  There are voices – he stressed – that claim that plans only are not enough – we need to see implementation on the ground . My response to such voices is: good projects can only be built based on good planning. Tirana Architecture Weeks is a treasure of ideas that will be exploited in its very best for this public purpose’

During presentation, four local and foreign curators introduced main components of Tirana Architecture Weeks, namely: Architecture Events; Design Events; Public Events and International Workshops. TAW will include 2 international conferences and competitions, 10 international exhibitions, 6 international workshops and over 10 public events that will try to “provoke” the city , stimulating   inter-reaction and communication amidst community and local authorities.  

The curators also highlighted that TAW foresees the engagement of direct lectures or exhibitions of worldwide famous architects, designers and planners, such as: Massimiliano Fuksas (Italy); OMA Studio, KCAP Studio, Mecanoo Studio, Winy Maas, West 8,  Kaas Oosterhuis (Holland); Peter Zumthor, Herzog & de Meuron (Switzerland); Arturo Vittori, Antonino Saggio, Antonello Stella (Italy); Marc Armengaud (France);  Sadar+Vuga (Slovenia); Jason Payne (USA); Carlos Morales (Mexico); Juan Lopez Cano (Spain), Kengo Kuma (Japan); Ekim Tan (Turkey), as well as the architecture schools of Ferrara and La Sapienza (Italy), Bauhaus and Cottbus (Germany), TU-Vienna (Austria), Pristina (Kosova), Belgrade (Serbia), Skopje (Macedonia), Larnaka (Cyprus), Delft dhe Erasmus (Holland) etc, etc. There are also several NGO-s joining such initiative, such as Co-PLAN (Albania), Expeditio (Montenegro), CDS (Macedonia) and Architecture & Vision (Italy).

In their greeting speeches the high diplomats  invited to TAW  launching event , highly appreciated the joint initiative of U_POLIS and Tirana Municipality confirming the  support of the institutions they represent. They  referred to this activity as a very important event that will surely impact Tirana and its citizens and contribute for a new image of Albania.

In his word, the Rector of POLIS University officially expressed his gratitude to the Dutch Embassy in Albania for its support as main sponsor of the activity. Similarly the Italian Ambassador Mr. Massimo Gaiani expressed the enthusiasm of his Embassy to cooperate with an institution that not only provides a very special physical environment, but also an intellectual environment for professionals not only from Albania, but also from the Balkans and beyond.  He referred to POLIS as “a leading example to follow!”. The cooperation opportunities are numerous – he said – highlighting “Made in Italy Design” exhibition and the possibility to integrate the feasibility study for the multimodal station of Tirana Municipality with the “Mobilicity” competition, organized on this very station within TAW.

The German Ambassador Ms. Müller-Holtkemper during her speech highlighted the influence that architecture and design exerts on our daily lives, and how crucial it is to make sure that such impact is a positive one. Therefore, the importance of the role that architecture and design play, is not only in the focus of TAW, but also that of the “German October”,  an annual event organized by the German Embassy.  She said that ‘ …the activities of TAW and German October naturally converge with each other and we will closely cooperate for an optimal combination of the two events’   

Another important supporter of TAW is the Swiss Embassy in Tirana. Mr. Altin Memi, made reference to the three years project  named “Revival of City Squares in Balkan Cities” financed by Swiss Cultural Program ( SCP), which has so far resulted very successful with a series of activities held in Tirana, Durrësi, Kotorri and Skopja. Final outputs will  be presented during TAW. He also emphasized the initiative to bring to Tirana some exhibitions of the most eminent Swiss architects, as Peter Zumthor dhe Herzog & de Meuron, Dina & Dina, etc.

The Austrian Consul, Ms. Sigrid Kodym on her part confirmed the support towards POLIS and Marubi Academy that, under the framework of TAW, are going to join efforts to organize the 7^th season of “Human Rights Film Festival”, which this year will have a special focus on environmental issues. Mr. Kujtim Çashku, the Head of Marubi Academy  expressed his full commitment and confidence for a successful cooperation. He underlined that such a cooperation and support from EU Embassies confirms that in the public debate on higher education, people should bear in mind that beside problems there  are also important achievements and good models that need support and stimulation.

Per here te pare Bashkia Tirane dhe Universiteti POLIS organizojne kete eveniment me impakt nderkombetar.

“Architecture Week” eshte nje fenomen mbareboteror, dhe Shqiperia ishte nje nga vendet e pakta ne Europe qe nuk ishte perfshire ne kete rrjet prestigjioz per arkitekturen dhe zhvillimin urban. Kjo inciative e stafit te Universiteti Polis eshte mbeshtetur fuqimisht nga kryebashkiaku Lulzim Basha, dhe qe nga janari 2012 eshte punuar intesivisht per te organizuar nje kalendar 2 mujor aktivitetesh me nje meny shume te pasur evenimentesh publike dhe profesionale ne kete fushe.

Rektori i Universitetit POLIS, arkitekti Besnik Aliaj theksoi ne ceremonine e hapjes se “Javet e Arkitektures se Tiranes” do te vendosin Tiranen ne harten kulturore Europiane dhe boterore. Kryebashkiaku Lulzim Basha theksoi se ky eveniment del pertej kufive kombetar dhe e hap Tiranen ndaj nje debati nderkombetar mbi menyren e zhvillimit te qytetit. Kjo pasuri arkitektesh dhe planifikuesish urban me reputacion boteror do te jete nje kontribut per zhvillimin e Tiranes. Ajo konfirmon edhe njehere nje model zhvillimi i cili ndryshe nga deri tani fillon me planifikimin dhe vijon me nje proces te strukturuar qe shmang kaosin dhe abuzimin. Tirana Arkitecture Weeks eshte nje thesar idesh qe do shfrytezohet ne sensing me te mire per kete qellim publik…

Kater kuratore vendas dhe te huaj prezantuan me pas komponentet kryesore te Tirana Architecture Weeks: evenimentet e arkitektures, evenimentet e dizjanit, evenimentet publike, dhe workshpet nderkombetare. TAW do te kete 2 konferenca dhe konkurse nderkombetare, 10 ekspozita nderkomebtare, 6 workshope nderkombetare, dhe mbi 10 evenimente publike ku qyteteti do te “provokohet” per te stimuluar komunikimin dhe bashkepunimin midis komunitetit dhe autoriteteve vendore.

Kuratoret theksuan se ne kete eveniment do te marrin pjese me leksione te drejteperdrejta dhe ekspozita arkitekte, dizjanera, urbaniste dhe studio me fame boterore si: Maksimiljano Fuksas (Itali), OMA Studio, KCAP Studio, Mecanoo Studio, Viny Mass, West 8 Kas Oosterhuis (Holande), Peter Zumtor, Herzog de Meuron (Zvicer), Arturo Vittori, Antonino Saggio, Antonella Stela (Itali), Marc Armendaud (France), Sadar+Vuga (Sloveni), Jason Paine (USA), Carlos Morales (Meksike), Juan Lopez Cano (Spanje), Kengo Kuma (Japoni), Ekim Tan (Turqi), si dhe shkollat e arkitektures ne Ferrara dhe La Sapienza (Itali), Bauhaus dhe Cottbus (Gjermani), TU-Viena (Austri), Prishtine (Kosove), Beograd (Serbi), Shkup (Maqedoni), Larnaka (Qipro), Delft dhe Ersamus (Holande) etj, etj. Pjese e ketij grupimi jane NGO-te si Co-PLAN (Shqiperi), Expeditio (mali I Zi), CDS (Maqedoni) dhe Architecture & Vision (Itali).

Në fjalën e tyre përshëndetëse përfaqësuesit e lartë diplomatikë të ftuar në aktivitetin lançues të TAW, përgëzuan këtë iniciativë të U_POLIS dhe Bashkisë Tiranë dhe konfirmuan mbështetjen e institucioneve që përfaqësojnë, për këtë event të rëndësishëm për qytetin dhe qytetarët e Tiranës dhe imazhin e ri te Shqiperise...

Kështu në fjalën e tij Rektori i Universitetit POLIS falenderoi zyrtarisht ambasaden holandeze per mbeshtetjen si sponsor kryesor i evenimentit. Me tej ambasadori italian Z. Massimo Gaiani shprehu entuziazmin e ambasadës së tij për të bashkëpunuar me një institucion që ka krijuar jo vetëm një hapësirë fizike shumë të veçantë, por një dhe një hapësirë intelektuale për profesionistë jo vetëm shqiptarë, por dhe Ballkanas dhe më gjërë, duke u bërë kështu një institucion model e pararojë. Pikat e bashkëpunimit janë të shumta - tha ai - duke nënvizuar sidomos ekspozitën “Made in Italy Design” dhe bashkërendimin e planit të fizibilitetit për stacionin multimodal të Bashkise Tiranës me konkursin e “Mobilicity”, po për këtë stacion qe organizon TAW.

Ambasadorja gjermane Znj. Müller-Holtkemper theksoi ndikimin që arkitektura dhe dizajni ka mbi jetën tonë, dhe se sa e rëndësishme është të sigurohemi që ky ndikim të jetë sa më pozitiv. Kështu rëndësia e rolit të arkitekturës dhe dizajnit, është jo vetëm në fokus të TAW por dhe të Tetorit Gjerman, këtij eventi të përvitshëm organizuar nga Ambasada Gjermane qe do te kordinohet me evenimentin ne fjale. “Pra, - tha ajo - aktivitetet e TAW dhe German October konvergojnë në mënyrë të natyrshme dhe ne do të punojmë ngushtësisht me POLIS dhe Bashkinë Tiranë për një bashkërendim sa më të mirë të tyre”.

Një nga përfaqësitë diplomatike që mbështet TAW, është dhe Ambasada e Zvicrës në Tiranë. Përfaqësuesi i saj, Z. Altim Memi, përmendi projektin 3 vjeçar “Revival of City Squares in Balkan Cities” financuar nga Swiss Cultural Program – SCP dhe që deri tani ka rezultuar i sukseshëm me aktivitete në Tiranë, Durrës, Kotor dhe Shkup, dhe do te perznatohet ne fazen finale te TAW. Ai, theksoi gjithashtu, bashkëpunimin me POLIS për të sjellë në Tiranë ekspozita të emrave të mëdhenj të arkitekturës botërore si Peter Zumthor dhe Herzog & de Meuron, Dina & Dina, Etj.

Konsullja austriake, Znj. Sigrid Kodym konfirmoi mbështetjen ndaj POLIS dhe ndaj Akademisë Marubi që do të bashkëpunojnë ne kuader te TAW për koordinimin e sezonit te 7-te te “Human Rights Film Festival”, i cili këtë vit do të trajtojë çështje të mjedisit. Kineasti Kujtim Çashku derjtues i Akademise Marubi shprehu gjithashtu angazhimin e plote dhe besimin e tij për suksesin e këtij bashkëpunimi. Ai theksoi se ky koperim dhe mbeshtetja e ambasadave perednimore konfirmon se ne debatin publik per arsimin e larte tashme nuk ka vetem problem por edhe arritje dhe modele te mira cilat kane nevoje te perkrahen dhe stimulohen.
